Gracie is a giraffe that visits your town occasionally. You can find her standing near her sports car in front of the town hall. If you talk to her, she asks if she can assess your fashion sense by asking you a few questions about fashion. Do well, and she hands you a "Fashionista Certificate", along with a Gracie-only shirt. Do poorly and she sends you a Moldy Shirt.

If you talk to Gracie a few more times afterwards, you can get another Gracie-only shirt - for a price. The more bells you give her, the better your chances are of getting a nice outfit. 10,000 Bells works almost all the time.
