Her English name, as well as her appearance, is shared with the Scooby-Doo cartoon character, Velma Dace Dinkley. Her catchphrase comes from the sound goats make. She appears on the album cover for K.K. Étude.

Velma is a pink goat. She wears glasses and has dark pink freckles, and she has yellow horns. Her initial clothing is the Cool Shirt, which is a design by Gracie. It seems as if her appearance is based on Velma from Scooby-Doo, due to her freckles, glasses, and hair.

Velma is a snooty villager. She will appear uptown, classy and chic. With this, she will appear rude and snobbish when talking to the player or other villagers, usually criticizing their dress sense or fashion. She will get along with cranky, uchi, smug, and other snooty villagers. She won't get along with normal villagers. Jock villagers will question her fitness weight and age. She doesn't like lazy villagers because they don't care about their appearance and are picky about their food while Velma is not. She will eventually warm up to you like most snooty villagers do, but will still remain subtly rude.
In Animal Crossing, Velma seems to be an avid painting collector. She has six paintings, one of which cannot be viewed due to the fact that it is facing the back wall. There is one painting on the back wall, which is the Perfect Painting. Another four paintings line the left wall, in order from upper most to lower most: the Fine Painting, the Rare Painting, the Common Painting, and the Dainty Painting. Velma has placed a Grandfather Clock on the back wall. There is a Classic Couch on the right wall, along with a Globe. A phonograph is on the right side of the door, playing Café K.K..
